It's simple. Tags and properties are equally effective:

A property will consist of a property name and the value. Property is like an added attribute can be useful when you need to update its property value, for example in some campaigns. You can use such properties as "birthday", "name", "country" and so on.

Tags are used when you want to categorize something or someone. For example, you've sent a survey to the users, and you identified them as happy users. You can assign the tag "happycustomers" to them.
So next time, when you want to send an email to happy customers, you will be able to select a tag filter with "happycustomers".
